NATIONAL OCCUPATIONAL SKILLS STANDARD (NOSS) FOR; THREE PHASE ELECTRICAL INSTALLATION & MAINTENANCE LEVEL 3
1. MALAYSIAN SKILL CERTIFICATION
Candidates after being assessed verified and fulfilled Malaysian Skill Certification requirements shall be awarded with Malaysian Skills Certificate (SKM) for Level 3.
Certification will be based on the candidates competency in performing the Core Competency Units (CU) and Elective Competency Units( CU) as determined by the Department of Skills Development with reference to current industrial needs defined by their Occupational Area. Certification based on working experience and prior training is allowed. 6 month practical with contractor for level 2 and 6 month practical with industry for level 3.
Regulatory Agencies such as the Energy Commission and ‘Unit Merinyu Sarawak’ are responsible for awarding competency certificates in the electrical industry. With the development of the National Occupational Skills Standard (NOSS) synchronised with the regulatory agencies’ competency syllabus, the Department of Skills Development will be able to provide a platform for training and certification of skilled and qualified personnel for the electrical industry in line with the regulatory agencies’ requirements.
The synchronisation between the Malaysian Skills Certificate and the syllabus of the regulatory agencies will in turn enable Malaysian Skills Certificate holders based on Level and Competency Units to obtain exemption (according to category) of sitting for the competency examination conducted by the regulatory agencies.
The syllabus synchronisation is as follows:
- Level 2 Malaysian Skills Certificate (Sijil Kemahiran Malaysia – SKM) will be equivalent to the syllabus for Single Phase Wireman of the regulatory agency.
- Level 3 Malaysian Skills Certificate (Sijil Kemahiran Malaysia – SKM) will be equivalent to the syllabus for Three Phase Wireman of the regulatory agency.
- Level 4 Malaysian Skills Diploma (Diploma Kemahiran Malaysia – DKM) will be equivalent to the syllabus for Low Voltage (LV) chargeman of the regulatory agency.
- Level 5 Malaysian Skills Advanced Diploma (Diploma Lanjutan Kemahiran Malaysia – DLKM) will be equivalent to the syllabus for High Voltage (HV) Chargeman (up to 11kV) of the regulatory agency.
However, the acceptability of the Malaysian Skills Certificate (Sijil Kemahiran Malaysia – SKM) holder by the regulatory agency must take into account the skills level of the certificate holder as per normal evaluation by the respective regulatory agency.
2. JOB COMPETENCIES
A Three Phase Electrical Installation & Maintenance Personnel (Level 3) should be able to perform the following competencies where deemed competent;
- Three Phase Wiring
- Three Phase Drawing
- Three Phase Wiring Maintenance
- Three Phase Motor & Motor Control Installation
- Three Phase Electrical Appliances Maintenance & Troubleshooting
- Three Phase Wiring Testing And Commissioning
- Supervisory function
They shall also be able to:
- Electrical Signage (Neon) Installation & Maintenance
3. WORKING CONDITIONS
Generally, Electricians work with a type of power common to almost everyone-electricity. Specifically, electricians set up, connect, check, and preserve many different types of electrical systems. Electricians usually specialize in one of two areas: maintenance or construction. The electrician’s specialization typically determines where the electrician will work. Maintenance electricians work in industrial environments, while construction electricians work in the commercial and residential environment.
Even though electricians all deal with electricity, they handle it in different ways. For example, commercial and industrial electricians are concerned with wiring huge facilities if the buildings are brand new. Otherwise, a maintenance electrician will repair, move, or create electrical wiring/equipment at an existing facility. Residential electricians may have to rewire existing homes; specifically older homes where fuses were used for overload protection, and the wires providing electricity to the house were typically wrapped in a special cloth. Residential electricians rewire the previously-mentioned homes with circuit breakers for overload protection, and they use wires covered with special durable plastics. In addition to rewiring, residential electricians also troubleshoot and repair problems and install switches and lights.
Personnel in this field of work also required to adhere to safety and security procedures because the working environment in Electrical industry may lead to exposure to various accidents while carry out installation and maintenance for electrical wiring system.
4. EMPLOYMENT PROSPECTS
Electricians are trained to work in a variety of industries. They install and maintain electrical appliances or power systems in homes, offices and factories. Electricians can specialize for careers as industrial electricians, maintenance electricians, commercial electricians or general electricians.
As Malaysia had identified in the 3rd Industrial Master Plan and stated in the Tenth Malaysian Plan, electrical & electronic will be an important enabler for Malaysia to position itself at the international level. Employment growth in the electrical industry is significant and is always in demand.
